Entry fee barrier for Crewkerne recycling site

A payment barrier will be installed at Crewkerne Community Recycling Site and go into operation from next Monday, 16 January, to automate collection of the £2 entry fee and the issuing of receipts.

The barrier is expected to save time for customers and free one staff member to assist colleagues in site management instead of collecting entry fees.
The barrier will take the exact amount of the £2 entry fee in cash, accepting only these coins: £2, £1, 50p, 20p, 10p and 5p. It cannot accept notes or give change.
Entry fees were introduced in April for four Community Recycling Sites, including Crewkerne, to avoid their closure.
Crewkerne Community Recycling Site opens Saturday 8am-4pm, Sunday 8am-1pm, Monday 8am-7pm, Tuesday-Wednesday 8am-4pm, and closes Thursday-Friday.
There are no costs at Crewkerne to deposit rubbish or almost 30 household materials for recycling, including beverage cartons and low-energy light bulbs, but charges for hardcore, soil, tyres and gas bottles are in addition to the entry fee and start at £2.90.

Somerset Waste Partnership manages waste and recycling services on behalf of Mendip, Sedgemoor, South Somerset and West Somerset District Councils, Taunton Deane Borough Council and Somerset County Council.

I understand why recycling centres have had to introduce charges for using their sites, but isn't there some way of incorporating a change service? People who get turned away for not having the correct change are more likely to get annoyed and fly tip their loads surely?
